Heads are decorative items, some of which can be worn as a helmet, though they don't give any Armor points. Wearable Heads can stack to 64, while non-wearable Heads can only stack to 8.
Heads are significantly easier to find in Hexxit, with random Skeleton heads strewn around in caves and the probability for a rare mob head drop increased.
